Every N4 user must have a user account in the N4 database. N4 uses the following details associated with your user account to determine what you can see and do when you log into N4:

Username and Password: To authenticate and log you in.
Scope level: To determine the highest scope level at which you are allowed to log into N4
Business Group: To restrict the business data that you can see in any list view or form.
Roles: To determine what permissions you have while you use N4.

The Users view displays all the users that exist within the complex scope level for your site. However, if you are a delegated user, you can view only the users that you manage. These include the users that share your delegated role and the users that you created.
